Truck the garbage out of your overpopulated cities,(or rail), give free to farmers along highway. They collect rainwater and have long term storage. Make compost, add to soil, grow crops or forest. Rainfall will increase the more compost is in the soil. Give land away free to farmers that lost their farms during the drought. They build and business grows, housing, markets, GDP increases, no water, waste water, electrical infrastructure required. Bioremediation process takes care of all of this.
