The EPA Treatment standards are water quality based, and each location could have different standards depending upon its position in a river basin. There are some effluent guidelines which are general, and tend to be industry specific, but mostly that does not include toxics, which can be the limiting factor in your discharge permit..
In the EU it is up to the countries themselves to develop their own standards. So you need to be specific as to which country you are considering. As far as I know, there is no unified "treatment standard".
I would also comment that your request is overly broad
