As you know there are many processes to treat those effluents. If you want to use activated sludge as a process of treatment you can use a free software named "activated sludge expert".

as Gary says, you need to know the composition of the wastewater first, and then you should pay attention to the available pretreatment processes. To mention API or Tilted Plate separators with coalescing material, followed by a DAF with emulsion breaker dosing should remove the bulk of your organic load and reduce the needed volume for the biological treatment and oxygenation capacity. Note that you may need to dose nutrients N&P for a balanced activated sludge process.

the Activated Sludge Expert from the German DWA (former ATV) is typically designed for domestic or household sewage , so not really suited for refinery wastewater. And it's not free.
